College Policies

  1. Definition
    1. For the purpose of these policies, commencement of a course means:
      • the first day of the orientation of the course in which the student is enrolled; and
      • where a student has enrolled in a 'package course' - that is an English language course together with an academic course, the date on which the student commenced the English language course; and
      • where a student defers their course after payment of tuition, the first day of orientation of the course in which the student had originally enrolled.

  2. Attendance
    1. Australian government regulations state that it is a condition of a student visa that a student must attend 80% of the course and have satisfactory academic performance.

  3. Fees
    1. Fees must be paid in Australian dollars by cheque, bank draft, cash or credit card to SICB. SICB will not be responsible for any monies paid to agents.
    2. SICB reserves the right to vary fees and/or course dates at any time.
    3. Enrolment and course fees do not cover the cost of accommodation, living expenses, textbooks, stationery or other equipment.
    4. After the Confirmation of Enrolment (CoE) has been created for an international student, a fee of $AU50 is payable to SICB if any of the details on the CoE need to be altered and a new CoE needs to be issued because of an error or change in the enrolment information submitted to SICB in relation to the student.

  4. Textbooks
    1. Except for students undertaking Commercial Cookery and Hairdressing, textbooks will be provided to every student for each subject/course undertaken. A refundable deposit of between AU$30 and AU$50 per book is required.
    2. For students studying Commercial Cookery, the cost of the textbook required for practical classes is included in the Materials fee.
    3. For students studying Hairdressing, the cost of the textbooks required is included in the tuition fees.

  5. Cancellation and Refunds
    1. The enrolment fee will be refunded to students only in the case of provider (SICB) default. The enrolment fee will not be refunded under any other circumstances.
    2. Tuition fees will be refunded only in the following circumstances:
      • provider (SICB) default - in this case, any refunds will be in accordance with the provisions of the Educational Services for Overseas Students Act 2000; or
      • the student provides written evidence that an application for a student visa has been rejected by the Australian government (this does not include where a student visa renewal is rejected or a student visa has been cancelled because of a breach of visa conditions); or
      • SICB receives written notice of cancellation of enrolment from the student at least 28 days before the first day of the course. SICB may retain 20% of the tuition fee paid if enrolment is cancelled by the student for reasons other than a rejection of a student visa.
    3. Tuition fees will normally not be refunded if:
      • the student cancels the enrolment less than 28 days prior to the commencement of that course for reasons other than a rejection of a student visa; or
      • the student arrives in Australia after the course has commenced; or
      • the student does not start on the agreed starting date; or
      • the student withdraws from the course before completion.
    4. Should a student become seriously ill or be required to return home due to exceptional circumstances of a compassionate nature (such as death or severe illness in the immediate family) and can no longer continue their study, SICB may refund the balance of unused fees. This fee refund is wholly at the discretion of SICB. Appropriate evidence, such as a medical certificate, will be required.
    5. If there is a refund to be made, SICB will pay the amount within four weeks after receiving a written claim by the student.
    6. Refunds will only be given to the person who paid the fees. Therefore, if the parents of the student paid the fees the refund will go to the parents.
    7. This agreement does not remove the right to take further action under Australia's consumer protection laws.
    8. SICB's dispute resolution processes do not restrict the student's right to pursue other legal remedies.

  6. Termination
    1. SICB reserves the right to expel a student for serious breach of discipline. Fees will not be refunded.

  7. Transfer of fees to other instituitions
    1. SICB has absolute discretion to determine whether an application for transfer of prepaid fees will be approved.
    2. Requests for transfers should be made in writing by the student and accompanied by a letter of acceptance from the receiving institution.
    3. If a transfer of prepaid fees is approved, SICB reserves the right to retain 20% of those fees to cover administrative costs.

  8. Grievance Resolution
    1. SICB has policies and procedures in place for the hearing of student difficulties and grievances. If you are not satisfied with the outcome, an independent dispute resolution process is available. You can include a nominee if you choose.
    2. This agreement does not restrict the student's right to pursue other legal remedies.

  9. School Age Dependants
    1. Students with school age dependants accompanying them to Australia will also be required to pay full fees if they are enrolled in either a government or non-government school.
